Eradication of Beggary in the state ,the Maharaja of Mysore province his highness Sri Jayachamarajendra wodeyar bahadur formed a committee of higher officers in the year 1944 for study of Beggary in the state. On the basis of report of the committee decided to start Beggars Relief centre in Bengaluru. At the beginning the Beggars Relief centre was in the year 1946 in arentec building in Bengaluru. Later, in the year 1976 Nirashrithara parihara Kendra was started in Mysore near agrahara. From the department of social work on 1/12/23 we had been to Nirashrithara parihara Kendra. To know about the organizational setup and various facilities provided in the center. Mr. Ramesh works as a doctor in Nirashrithara Parihara Kendra .He explained, “The Karnataka prohibition of Beggary act 1975 has been enacted to prohibit Beggary in the state. However, any person above the age of 16 years male and above the age of 18years female involved in begging will be arrested and after following such procedures will be detained in the Beggars Relief centers for Rehabilitation. The Karnataka prohibition of beggary act 1975 and the Karnataka prohibition of Beggary is prohibited I the state .Central Relief committee and Relief centers are maintained by 3%Beggary levied on property tax on land and buildings by the local body authorities and remitted to the central Relief committee fund under section 31(1) of the Karnataka prohibition of Beggary act 1975. Dr.Ramesh gave detailed information about the facilities provide for the people like as follows:-

  1. Everyday inmates are being served breakfast with coffee and tea and 2 nutritious meals. Akshayapathra foundation of ISKCON is supplying food for the bengaluru centre. In addition to this, banana and eggs are being provided 3 days per week respectively.
  2. Bedding, soap, shampoo, oil, tooth brush, toothpaste, and powder etc.are provided to inmates of the centers and sanitary napkins to female inmates. Solar water heaters are installed 8n all the centers for hot water. For sports and other activities there is a playground in the bengaluru centre and outdoor gym equipments are installed, sports activities yoga, walking, activities are conducted for the in mates in all centers for hot water .   3. Medical facilities are being provided to inmates in all centers. For higher treatment inmates will be admitted to the nearest government hospital.
  4. Vocational training are being imparted to the able bodied inmates in agriculture, horticulture animal husbandry, sheep, goat farming, tailoring, file wrappers making, phenol, etc., household articles making and other vocational training to motivate them and for self-reliance as a part of rehabilitation of the beggars.During the training period /engaged in work inmates are provided with stipendiary daily wages.
  5. Literacy activities are conducted in Relief centers to provide adult education, apart from these entertainment programs are conducted in open air, TV are provided in all centers for entertainments, yoga, meditations etc,.
  6. Infrastructure facilities like:-additional dormitories, mini health clinic, kitchen and dining hall,interval roads,barber shop,compound and water supply, drainage etc,. Works are undertaken in the centre in order to accommodate more number of Beggars and to provide better facilities.
  7. Helpline no.10581 is provided to receive complaints from the public regarding Beggars nuisance

This visit was really good experience where the trainees got chance to know and learn about refugee home where any of the trainee didn’t had any idea why and what kind of people stay in this organization.
